The present control system for the provision of educational services is not fully effective due to the organizational under-performance of inspectorate as a supervisory body. In terms of efficiency, the available amount of supervisory funds in still low. The quality of supervisory services is unsatisfactory to the objects of control (the providers of educational services).
The following factors have influenced the under-performance of district inspectorate:
b. Human resources. The available human resources are quantitatively inadequate to handle workload of inspection, and the quality of employees education and competence is still poor.
c. Organizational work environment comprising internal and external variables is not supportive. Internal variable have caused the control tasks to be dependent much on the team leaders. Consequently, employees are not encouraged to develop their own creativity and initiative. External variables such as geographical and natural condition as well as facilities still constitute a concern.
The performance of control or inspection will be maximum when organizational structure of the district inspectorate is smaller, faster, more open, and wider, which will in turn result in the effectiveness of educational supervision or inspection. Furthermore, it can make a sustainable progress in the supervisory management.
